The Board of Directors
The Steilacoom Historical School #1 Board of Directors consists of five directors, elected by residents to govern the school district. They are responsible for establishing school policies according federal and state laws, the State Board of Education, and the State Superintendent of Public Instruction. They are a critical link between our schools and the community.
School director duties include setting the vision and mission of education in the district, establishing district core values, establishing policy, establishing district goals, adopting an annual budget, approving all expenditures, employment of personnel, curriculum, textbooks and courses of study, and deciding on school sites, building plans, and construction contracts.
The Board of Directors hires the Superintendent to manage all district operations, in accordance with Policy.
Board meetings are typically held at Steilacoom High School and Pioneer Middle School, alternating sites on a monthly basis. One meeting per year (in the fall) is typically held on Anderson Island. The schedule of meetings is posted to the left. The public is always welcome to attend.
Questions or Concerns?
Before coming to the Board with a specific question, concern, or issue, we encourage you to:
- Discuss the issue first with the teacher or principal closest to the situation.
- If the issue is not resolved at the building level, contact the Superintendent through the District Office at 253-983-2200. It is possible that the Superintendent may route an inquiry to one of the Executive Directors or Managers for attention if the concern is within their responsibility realm.
- Concerns not resolved may then be brought before the Board of Directors.
- The Board may call an Executive Session to discuss personnel issues.
Individuals wishing to be heard by the Board of Directors shall first be recognized by the Chair. Individuals, after identifying themselves, will proceed to make comments as briefly as the subject permits, no longer than 3 minutes. Any representative of a firm eligible to bid on materials or services solicited by the Board shall also be entitled to express an opinion. The Chair may interrupt or terminate an individual's statement when it is too lengthy, personally directed, abusive, obscene or irrelevant. The Board as a whole shall have the final decision in determining the appropriateness of all such rulings.
Please know that Board members and the Superintendent will listen attentively to comments from the audience. In the meeting setting, since it is not a time for dialogue, the Board might not respond immediately to comments, but may ask the Superintendent to research the issue and respond to any questions individually, at a later time.
Individuals with disabilities who may need a modification to participate in a meeting should contact the Superintendent's office no later than three days before a regular meeting and as soon as possible in advance of a special meeting so that arrangements for the modification can be made.
Bob Forbes - DIRECTOR - BOARD CHAIR
Bob Forbes is an 18 year resident of DuPont and has lived in the Puget Sound region for the past thirty four years. He is a retired colonel in the Washington Army National Guard and holds a Bachelor of Science degree from the U.S. Military Academy (1981), a Master of Business Administration from the University of Washington (1988), and a Master of Strategic Studies from the U.S. Army War College (2001) and a Master of Science in Finance from Pacific Lutheran University (2017). Bob and his wife Mary have five children, two of whom are currently attending Steilacoom High School. Among other volunteer activities, Bob is the scorekeeper for the Steilacoom High girls' swim team and a volunteer assistant coach for the Steilacoom High boys' and girls' wrestling teams.

Jason Pierce - DIRECTOR - BOARD VICE CHAIR
Jason, a Seattle Firefighter, has lived in DuPont for the past 6 years and in the Puget Sound area since 1996. He was in the United States Army Military Police Corps and holds an Associate of Technology from Pierce College. Jason and wife Maria have two children. In conjunction with the Chloe Clark PTA, Jason established and is the coordinator of the Watch D.O.G.S. (Dads of Great Students) program at Chloe Clark Elementary School. He was recognized as the 2013 Chloe Clark Volunteer of the Year and received the 2013 Community Leadership Award from Washington Association of School Administrators Region III, Steilacoom School District. Jason also serves as a Youth Sports Coach.

Samuel T. Scott - DIRECTOR
Currently serving 4th term on the school board, first elected in November 2003, Sam is an Associate Professor at Pierce College, Ft. Steilacoom, teaching Computer Information System courses since 1998. He holds a Bachelor of Science in Education (Mathematics) from Missouri State University (1973) and a Master of Science in Systems Management (Information Systems) from the University of Southern California (1987). Sam, retired as a Lieutenant Colonel from the US Army in 1994 after 21 years of service. He, and his wife Bev, have three sons: Sammy (graduated SHS in 2011, graduated from Arizona State University in May 2015, currently attending Baylor Law School), Ben (graduated SHS in 2014, currently attends University of Utah), and James (graduated SHS in 2016, completing his Associates degree at Pierce College).
Samuel Scott (Position 5, 2019) - Board Chair
Steve Schenk - DIRECTOR - WIAA REPRESENTATIVESteve Schenk retired after 30 years in the Army and currently is a local volunteer with the PTA; Steilacoom Historical Educational Foundation (SHEF); Pierce Transit; Kiwanis; Military Officers Association and Tacoma Community House. Steve grew up in Spokane and graduated from Gonzaga University. He has a Master's degree from the University of Minnesota and the U.S. Army War College. He and his family have lived around the world while maintaining the home they built in 1996 in DuPont. He has been married 29 years and has two sons, one in our school district.
Steve Schenk (Position 4, 2019) - DirectorJennifer McDonald - DIRECTOR - LEGISLATIVE REPRESENTATIVE
Jennifer McDonald is a clinical research psychologist for the U.S. Army. She earned her Ph.D. (2010) and Master of Science (2004) in Psychology from Washington State University and a Bachelor of Arts (1999) in Psychology and Spanish from Utah State University. Jen has 3 kids in the district and is a former PTA board member. She has a passion for mental health, closing achievement gaps, and advocating for kids with learning and behavior disorders. Jen is an active duty military spouse and has lived in DuPont for the past 6 years.
